SPCC Plan Update – Are You Ready?

 

On July 17, 2002 the United States Environmental Protection Agency (US EPA) updated the Oil Pollution and Response; Non-Transportation-Related Onshore and Offshore Facilities rules.  The Spill Prevention Control and Countermeasures (SPCC) requirements were originally promulgated on December 11, 1973.  The last time the plan was revised was July 1, 1994, when the Facility Response Plan (FRP) was added. 

The latest update to the plan requires the owner / operator to revise their existing SPCC plans to comply with the new rule.  The original deadline for updating the plan was February 17, 2003.  The revised SPCC plan was to be implemented by August 18, 2003.  

On August 1, 2004, EPA published a revised SPCC Rule.  This revision extends both the revision and implementation dates by eighteen months.  The new SPCC Plan revision deadline is February 17, 2006 and the plan implementation date is August 18, 2006.

The following is a brief checklist of some of the items that are required for facilities handling oil, both petroleum and non-petroleum based.  The SPCC plan must:
